ISASecPort.exe

I had the same issue using as Chris Rollison with the ISASecPort tool, but
discovered I had installed the .Net Framework 1.1 (named dotnetfx.exe) as
opposed to the .Net Framework 1.0 (named dotnetredist.exe as described).
Just downloading 1.0 now & will post result once tested.
