This is by design. You will need to create a packet filter to allow access
to the FTP server from ISA. You many need to wait a couple of minutes (or
restart the ISA Services) before this filter becomes active.
It's not a good idea to run from the ISA as this is a potential security
hole.

When i try to connect from my ISA SERVER to an FTP server
external, it display that: host is unreachable.but when i
try to connect from a client on lan trough ISA to an
external FTP server it works properly and i can connect
to ftp server correctly.
someone can help me about?
