No connection limits (no exposed ones at least) in ISA Server 2000.

I have an ISA server with 1300 clients, every now and then, I would get
complaints from 20 to 30 users complaining that they couldn't get the
Internet, yet others can.  After a reboot of the ISA server, it seems to
fix the problem for a couple of months.  Does anyone out there have a
fix
for this?
