ISA as second DNS ?

disclaimer: I am quickly finding out how little I know about DNS while
fighting this one.
I am setting up an ISA server, but am having a hard time with the DNS
setup. My domain controler has DNS running, but will not allow forwarding
because it is at the root. So I am wondering, can I put another DNS on the
ISA server and allow forwarding on that one, or can I
reinstall/reconfigure the DNS on my "PDC" to allow forwarding ?
