ISA and client

I have a ISA with ip: xxx.xxx.xxx.5
default gateway to xxx.xxx.xxx.1
VPN to a Satellite Internet Provider
I have a client computer: xxx.xxx.xxx.8
default gateway to xxx.xxx.xxx.1
I try for long time to offer to this client computer access to FTP sites
trough ISA server. I can;t from one reason: not being able to setup
PASIVE MODE.
Only Some Internet explorer it have this options.
Only Some machines with SAME Internet Explorer it have this options.
TO erase this strange situations I choose to use a FTP CLIENT !
Every setting to FTP client was fail.
I setup in FTP client to use a proxy and write ISA IP and port 8080 !
even port 21 it wasn't good.
ISA Server know to be FTP PROXY or not ?
Please reply as soon as possible.
Any advice will be appreciated.
