10060 is a Winsock error (can't get there from here).
Some details of your problem are in order here:
1 - what are you trying to test; HTTP, HTTPS, FTP, etc.?
2 - what application are you testing with; IE, CureFTP, Kazaa, etc.?
3 - how is your ISA configured (ISAInfo is simplest - www.isatools.org)?
4 - where is the test client; internal, external or DMZ?

None that I know of. I always start at layer 1 (where 90%+ of the
problems
lie), then move up from there. IE would be layer 7 stuff, so it would be
the
last thing to check.

Hi can anyone tell me if there is a check list for ISA, for trouble
shooting
purposes IE: if there is a fault at the firewall can it be quickly
determined that the fault does not lie with the ISA server.
