Read through the help and documents at www.isaserver.org.
"How to configure it" depends on what you want out of it, just like with ISA 
2000.
The biggest change for ISA 2004 configuration is that rules are processed in 
the order they're seen.
You don't have the "deny before allow unless it's anonymous or it rained in 
Madagascar on an odd Thursday using the Martian calendar" questions as you did 
with ISA 2000, but you do have two very different sets of rules:

- System Rules; not normally visible in the UI, and are processed BEFORE array 
rules.  You can edit some of their properties, but you can't add / delete them

- Array Rules; these are the ones you get to create, delete, xzcrew up to your 
heart's content.
