ISA SERVER 2004 and WEBSENSE ENTERPRISE

Hello Sirs,
I have a problem in my topology, because all my users Out to Internet,
Intranet and Extranet access through ISA SERVER, this problem really is
that I have 2000 users in total, but ONLY 500 Users use Internet and
Websense registry 2000 users for Web filtering service. rest Users
(1500), they dont access and surf to Internet. then I create a Control
List for access to Intranet and Extranet sites.
The PROBLEM:
When ALL users Traffic cross through ISA SERVER and WEBSENSE FILTERING
SERVICE, its count all access and exceded my Licensing agremment. Of
course, all request to ISA SERVER are sending to Websense Filter, . its
take all request and its account for all 2000 users.
Question:
Is possible that ISA SERVER 2004 its can send to Websense request to
Internet from ONLY Authorized Users ? (ie, 500 users ) and others users
can be controlled by Access control List. (1500 users).is possible
separate traffic for Internet naccess and Intranet Access in the same
Installaltion and Internet Channel Access.?
