ISA reports are notoriously sparse. You can expect to see "anonymous. 407" entries in the reports because they're found in the logs. Browsers and many network apps will attempt anonymous connections and will not authenticate to ISA unless it responds with '407 proxy auth req'd". Since these get logged, they also get reported. These users have been setup only to access to internet. The report only shows few of users listed rest reports only shows anonymous users with error code of 407.
