ISA Cache Directory Tool

When starting the ISA Cache Directory Tool, the window title reads
"waiting for scanner to initialize" and the program never reveals the
contents of the cache. The size of our cache file is 1024 MB. Any ideas
on how to get this to run correctly?
Windows 2000 SP3
ISA Server SP1
Compaq Proliant 360
1GB RAM / Dual 1.3GHz PIII
