Then they need to create Protocol Rules that allow outbound access to
UDP 500 and UDP 4500. Also, the client needs to use VPN software that
supports NAT-T, like the updated MS VPN client.

L2TP/IPSec

We use PPTP and we can go in and out just fine.  This is for a vendor
trying
to get back to his office LAN.

This is an Avaya IPSec client, so maybe they are running reverse
polarity
through the phase plasma flux transducer.

But, he can't connect with his back-up plain ol' MS IPSec VPN client
either.

Two most common reasons:

VPN client misconfigured
VPN server misconfigued
Both misconfigued
(hmmm...that's three)

One thing I've learned about Cisco VPN admins -- its all "FM" to them :)
