You'll have to install and configure RRAS IP filtering.
ISA doesn't filter between LAT subnets.

I have installed ISA in configuration with an external LAN adapter
connected to Internet and two internal LAN adapters connected to two
subnets. I have enabled packet filtering and routing.
How can I deny communication between these subnets?
