I understand that part, I installed another browser for the user,
mozilla just to check if there is a problem with the browser but the
same happens on the other browser as well

Showing images is an option in the internet explorer, Also XP SP2 blocks
some contents, and gives a warning on the internet explorer to tell the
user this might not be safe and whether the user wants to still view the
images or not.
It could be that.

I am experiencing a problem with internet browsers, connected to the
proxy server
Some of the users connected to the proxy server when they connect to a
website they cannot get pictures and some can, has anyone ever
experienced that kind of a problem
