Actually, we're talking about two different caches;
1. DNS cache provided by the Web Proxy and Firewall services, which is the 
bugaboo I was addressing
2. the Web Proxy URL cache which is what you're referring to.

  Simply restarting the services does not clear the cache in my experience.  
The best way to clear the ISA cache is to stop the proxy service and delete the 
dir1.cdat file.

    Actually, I was referring to Web proxy clients, but the same applies to FW 
clients.
    You can reset the ISA DNS Web Proxy and Firewall DNS cache by restarting 
the services.
