[isalist] FTP weirdness

Using cmd-line from a client at xxx.147.86.199 I get...
ftp xxx.147.86.166
Connected to xxx.147.86.166.
Connection closed by remote host.
WhatsUp Gold scripted-polling also fails, *but going to the same address via
IE works fine.*
Cmd-line ftp to xxx.147.86.166 *from another site*... NO PROBLEM !
Here's the thing: the above was NOT a problem when the FTP server owned
xxx.147.86.166 on its own nic; now that the ISA server owns .166 and
publishes FTP I get this behavior.
It seems to only affect cmd-line. and only from the same subnet.
What am I missing?
