FTP problem (second post) someone must have seen this problem?

this part is puzzling me;

I have a situation where we recently installed ISA and
published the web and ftp servers from behind the firewall I
connected from the outside world successfully from machines
either directly connected to the internet or from behind
another isa.
I have had success with FTPexplorer, ws_ftp, and IE5.5.
I have a client in Montreal however that cannot transfer
files. Gets the following error;
331 Password required for username

I'm thinking it's his firewall. Any ideas?
