No; TCP:22 is SSH.
FTPS (FTP over SSL) is TCP:990 / TCP:989 (ctrl/data).

That's what the FTP Application Filter handles.
If you start "opening ports" (smack yourself, Andy), then you create more 
problems than you solve.
The only time I've seen a valid exception to this is for FTPS.

Uhm pasv, 

Some FTP packages require you to open additional ports if you are using PASV 
for FTP server.

Example:

When you connect to your FTP server initially it talks on port 21, as soon as 
PASV kicks in the port switches over to something like 1024, so you see.. 
(xxx.xxx.xxx.xxx,1024)

FTP servers like G6 FTP Pro allow you to disable PASV mode so that you never 
have to worry about opening additional ports on you firewall.
