Using the Server Publishing to publish the server as an FTP server. Ports 20
and 21 are allowed.

In my situation, my ISA is (hopefully) configured to route FTP
requests directed at it's external NIC to an internal FTP server. It
seems to work fine when connecting, yet the directory listing closes
the connection.
Are you redirecting both ports 20 and 21?
