        Allow me to have a different opinion on this.
         
        First, The ISP is not censoring any mail. They don't CHANGE the
content of any mail (like auto-delete attachments, etc). They're just
trying to ease the process of tracking spam mail. imho, that doesn't
mean they prohibits spam to their user mailbox.
         
        Second, Direct MX mailing is indeed used by spammers most of the
time. Ordinary dialup users will likely to use their ISP given SMTP
address. 
         
        Forcing other ISP dialup user to use their own ISP smtp server
as their smart host, actually would also enforce accountability. At
least the spam mail would have some records in the sending ISP smtp
server. 
         
        Offcourse, some people do like to be spammed. But what about
those who don't ? They will probably complain to their ISP, since
client-side protection would still waste their valuable bandwidth
anyway. And their ISP cannot trace back the source of spam, since it
comes from other ISP dialup line. That other ISP smtp server would not
have records on the spam activity, since the spammer uses direct MX
mailing...
         
        There are also a lot of corporate firewall/mail security product
that check the validity dns record of sending machine. How would you
bypass this check if you use direct MX mailing from dialup lines ? I
don't think dialup users have a valid DNS record, right ?

                I agree with you 100%. The ISP's are CENSORING your
communations. This might very well lead to expensive lawsuits for the
offending ISPs, since they are blocking much more than spam when the
limit legitimate email communication on purpose, and without due
diligence.

                        I have run into this myself. It is very
annoying. Of course if the ISPs would actually monitor their own nets
and be responsive to accurate detailed reports of actual open relay
servers and other obvious abuse on their own networks, this kind on
non-sense would be unnecessary. Quite frankly I find this worst then the
spam. The ISP that I use will not even accept mail from their own hosts.
This shows how little they grasp of their own business.  Anti-Spam
measures should be left up to the end users IMO. Maybe I like receiving
Spam, maybe that's why I want a High-Speed Internet Connection. ISP
stands for Internet Service Provider. To me that means the whole
internet. I have an ISA server to block what I don't want which is the
whole point, if someone wants less than the whole internet that should
be up to them. Oh Well
