Error message when sending mail thru the internet

When I pop the exchange server over the internet it downloads all the
messages. But when i try to reply or send with outlook or outlook express
this error message comes out
The connection to the server has failed. Account 'mail.domain.com',
Server: 'mail.domain.com', Protocol: SMTP, Port 25, Secure(SSL): No Socket
Error: 10060, 0x800CCCOE
I've reviewed the server publishing rules and they are enable. What's
happening.
