Error HTTP 401.3 when accessing web site

Hi All
When we try to access our web site admin page from any client on our
network we get the following error message "HTTP 401.3 - Access denied
by ACL on resource
Internet Information Services".
The site is hosted by an ISP
This is the case with clients on our network that are setup with or
without the firewall client.
When the site is accessed from any browser that does not go through our
ISA server, the normal network name / password window is displayed.
Any ideas?
