Error From ISA Proxy

I get this error a lot on one ISA server but not the other. One is in an
Enterprise Array (the one that gets the errors) and the standalone does not.
Apart from that the settings are identical. Any ideas?
403 Forbidden - The ISA Server denies the specified Uniform Resource Locator
