What does the rest of the ISA log say?
10060 is a Winsock "no one answered me" error.
The most common cause is:

1.      Name resolution sends ISA the wrong way

2.      The remote server is ignoring ISA

I have an odd situation where across a VPN connection (site to site), I get 
connection timeouts across the WAN when accessing certain web servers (one at 
each site).

 *   Error Code 10060: Connection timeout
 *   Background: The gateway could not receive a timely response from the 
website you are trying to access. This might indicate that the network is 
congested, or that the website is experiencing technical difficulties.
 *   Date: 2/3/2009 11:55:03 PM [GMT]
 *   Server: ***********
 *   Source: Firewall
My setup is this: 2 sites, site to site VPN, private "Internal" address spaces 
(192.168.10.X, 192.168.11.X), all traffic allowed between sites.  I am using 
ISA 2006, SP1, on Server 2003 SP2.  I have a special web server at each site 
(IIS 6.0, simple, single web page).

I don't get any issues from one site to another with any other traffic with the 
exception of accessing the web page of these 2 web servers.  I even do 
http/https across the WAN to configure WAPs without issue....

To throw in a bit more confusion, actually, each site has 5 NICs in each ISA 
server (1 Public, 4 privates), and if I access the web servers at the local 
site's other private LANs, no issues.  Only when I go across the VPN is there 
an issue when accessing these web servers.

Any clues?  I would think it might be a gateway issue, but if I can access it 
across the other local private LANS, that kind of kills that idea.  I can 
tracert fine also.

Any direction would be much appreciated!
