Error 14120 Persist after configure

Error :
The ISA Server services cannot create a packet filter 65.54.140.158.
This event occurs when there is a conflict between the Local Address
Table (LAT) configuration and the Windows 2000 routing table. Check the
routing table and the LAT to find the source of the conflict.
I make :
This my problem I READ error discusion, Configure Interface whit grafifc
Int and Ext DNS, I don't know What make bad the error persist and crash
web proxy service Why ?
