EAP Authentication

Hi,
I'am getting this error message below using certificate Authentication
running isa 2000 on win 2003..........isa server is a member of the
domain. I have deleted the 2 default remote access policies and added one
that uses windows a work group in AD. Question do you need to IAS
installed to use EAP.
Error 919 message The remote computer refused to be authenticated using
the configured authentication protocol. The line has been disconnected.
