The problem is I don't think my client has $30,000 to spend on a piece
of software like RainConnect.

You could use an ISAServer 2004 add-on like RainConnect.
It allows multiple wan connections, load-balance the output/input and
failover.

I recall someone was talking about a Dual Wan Xircon router just last
week and ISA. I am wondering if anyone know if there is such a beast
which will allow me to load balance two connections, and pass through
extra IPs which are on either connection, and will work with ISA 2004?
