if:
1. it's the modems support teaming
2. the ISP is the same for both modems
..then it should work.  
ISA will see the two aggregated connectoids as being one dial-up interface.
Check the modem docs and the Windows help for details.

Is it possible to have ISA combine two dialup connections to provide
internet access?  If so, how?
