No - ISA doesn't (can't) store cookies.
Do you share this machine with him?

Weird question
A co worker fired up IE on his pc (one ive never logged into) and went
to ebay.
When he got there, my ebay ID showed up on his ebay page.. 
Does ISA2004 store user cookies on the server somewhere?
