Continuos logon during surfing on web

On b2b perimeter ntwrk I created into network configuration a rule for
routing any request to external isa as primary route in upstream server
mode.
What I have is that each time I click on a new link into explorer or just
changing the page, I receive the isa server logon. This happens so many
times even for a banner. The surfing is not stopped, if I click cancel
surfing is working.
