[isalist] Block All Sites Except Hotmail, Gmail and Yahoo Mail

Hi ISAlist,
I have a requirement. I am using ISA 2000 Standard Edition
I want to Block all Websites Except the specified email websites Hotmail, Gmail
and Yahoo Mail.
I don't want anyone to use the search engine of Yahoo, Gmail and MSN Search
Engines but email sites must be used
I tried to block using site and contents Rules.
First I create a destination set and add the above site by adding the website
address and then I also add the IP address of the above mention website
address. (I find the IP address by nslookup for the websites)
Second I create an Allow Rule in Site and contents to Allow the traffic for the
above mention destination Rule
Second I create another Rule in Site and Contents and Deny "All destination
except selected Set" and in the selected set I mention the above created
destination set.
When I apply all of the above only hotmail website worked but Yahoo Mail and
Gmail didn't worked it says ISA Server denies the specified URL
I will be very much thankful if some one may guide how to BLOCK ALL Website
Except the Specified Website Yahoo Mail, Gmail and Hotmail.
Waiting for a positive response and detailed reply with steps of how to do it.
