Authentication Issue

Suddenly, all of our users are being asked to authenticate (NTLM) by the
WEB Proxy. No matter what correct username/password they put in, they
cannot connect and remain with the request still repeating. This is
especially true of Hotmail.

What is the workaround, etc.
