limit HTTP content?

http://www.ISAserver.org

I just can't get this to work!
Everytime I select "Selected contents groups" on the HTTP tab my Users
can't access POP3 email.
This occurs even though I select ALL the default contents groups AND
have a protocol that allows ANY protocol.

Has anybody successfully used a Site & Content Rule to limit HTTP
Content?
(All my clients are FW Clients)

Regards
Nigel
