Thanks Jim .. I had to open all ports (TCP outbound) to work with
Telnet. When I open port TCP 23  this isn't work.
Do you know what ports I only need to work with telnet correctly?

Hi Liz,

    For apps and services on the ISA itself, you need to define packet
filters.  Protocol rules don't do the trick.

Hi everybody
I need access to external Telnet on ISA computer, I put

telnet 200.68.25.12 25

on other computer (ISA Client). this is Ok! . but when I put this same
sentence on ISA Server Computer . this is Fail!.
How I could configure ISA Server ?
My binding order of ISA's interfaces is:
Internet
Intranet

I need configure some more on internal interface?
