Access to OWA on Internal Network

We have one ISA server for OWA publishing and the other for web access. I
can't see to access OWA through the second ISA server. I get an error
message of
Error Code: 504 Proxy Timeout. The connection timed out. For more
information about this event, see ISA Server Help. (10060)
