Does ISA server have the capability to translate ports?

For example, how would I publish port 5012 on ISA, and forward that to an
internal server on port 23?  If ISA can not do this (which I suspect), does
anyone know of another tool I might use.  Are there any shareware or cheaper
firewalls that might do this, that I can stick in front of the ISA server?
