If the ISA logs show that its connecting to the right destination IP address,
it's time to check out the web server.
10061 is a Winsock error that means "he said don't touch me there" and is
caused by the destination host refusing the connection.

Hello ISA list,
We are running ISA Server 2000 on Windows 2000 and we host four web sites on a
Windows NT Server behind the ISA Server. Three of the web sites are working
fine and the fourth one was working fine until Monday. Nothing has changed on
either server and now when you try to access the site you get the
10061 connection refused error. Does anyone have any ideas about what could be
going on? Of course, it has to be our main web site that is having the problem.
