If you’re using the keyboard with an iPhone, iPad or Mac, then that’s just the
way it is.
Apple always have the @ symbol on the number 2 key and the quotation mark on
the apostrophe key, even on the UK keyboard.
You’ll just have to get used to it.
There are a few other differences too. For example, the € symbol is Option+2
rather than Control+Alt+4 or whatever it is on Windows.
PS - I assume you know you can hold down the Shift key while pressing the other
key, rather than toggling CapsLock on and off?

I thought I'd done it in settings keyboard but I'm still for example having
to hit capslock 2 for the at symbol.
I did activate my keyboard incidentally when trying to change this.
