Description
The Environment and Economy Integration (EEI) Division of the Environment 
Directorate (ENV) undertakes policy-orientated research in a number of areas at 
the interface between the environment and the economy, including: the links 
between policy settings and economic and environmental outcomes, 
environment-economy modelling, resource productivity and waste, and trade and 
environment.
ENV is looking for a dynamic and experienced Environmental Economist to work on 
empirical policy analysis. In the current (2013-14) work programme the main 
project areas focus on the empirical analysis of technological innovation, 
household behaviour and private finance flows 
(http://www.oecd.org/environment/consumption-innovation/). Potential areas for 
new work include the links between environmental regulation and economic 
performance, spatial analysis of environmental policies, distributional 
implications of environmental policies and policy evaluation exercises. The 
exact topics will vary over time according to the Programme of Work defined by 
relevant Committees.
The successful candidate will report to a Senior Environmental Economist in the 
EEI Division. Duties will include data collection, analysis and drafting. The 
work will also involve close co-operation with colleagues in other teams within 
the Division and the Environment Directorate, as well as in other OECD 
Directorates (such as the Economics Department, Directorate for Science, 
Technology and Industry and the Statistics Directorate).
Main Responsibilities
Data collection and processing

 *   Gather and process data for cross-sections of countries from existing data 
sources, with a view toward applying them in comparative empirical analysis.
 *   Contribute to the identification, development and application of possible 
new data sources to be used in comparative empirical policy analysis.
 *   Provide assistance to the Senior Economist to oversee the development of 
the data foundation for such work with a view to addressing policy relevant 
questions. This might include exploitation of a variety of different existing 
micro-data sets, as well as the collection of primary data, e.g. through 
surveys of firms and households.
Policy analysis and drafting

 *   Apply state-of-the-art quantitative and econometric methods to empirically 
investigate the effects of environmental policy instruments on economic and 
environmental outcomes. The work should lead to the formulation of policy 
recommendations, underpinned by sound economic theory and empirical analysis.
 *   Summarise the main findings from the comparative analyses, both across and 
within countries.
 *   Draw relevant policy conclusions from the analysis.
 *   Draft analytical documents, books and papers for consideration by 
Committees and/or Working Parties.
 *   Disseminate the results through preparation of working papers, articles 
for academic journals, and participation in relevant conferences.
 *   Participate in the general work of the Organisation, including reviewing 
papers in preparation of the Environment Policy Committee (EPOC), other 
committees and their Working Parties. Undertake peer review of work produced 
elsewhere in the Organisation. Participate in cross-directorate horizontal 
projects.
Representation and liaison

 *   Contribute to an effective communication strategy of the OECD's work by 
taking an active role in the dissemination of the work, and other communication 
events.
 *   Contribute to the organisation of conferences to disseminate findings of 
OECD research.
 *   Liaise with both government officials and research partners in the 
relevant fields.
 *   Maintain contacts with officials in national Administrations, other 
international organisations and Paris-based Delegations. Respond to enquiries 
from Delegations and the general public.
 *   Represent the OECD at external meetings and promote relevant OECD work at 
external events (e.g. presentations at workshops, conferences, etc.), as 
necessary.
Ideal Candidate Profile
Academic and Professional Background

 *   An advanced university degree in economics or econometrics, preferably 
with specialisation in the field of environmental or natural resources 
economics.
 *   Demonstrated research capabilities in the area of environmental economics, 
particularly with a focus on policy analysis
 *   Three to seven years' experience in applied economic analysis and policy 
advice on environmental issues for OECD economies or some emerging economies 
(including time spent as graduate research assistant).
 *   Proven experience in economic analysis of policy instrument choice for 
addressing environmental concerns and the relationship with key outcomes such 
as technological innovation, private finance flows and firm and household 
behaviour.
Tools

 *   A good knowledge of common statistical and econometric packages 
(particularly STATA but also SAS, RATS, LIMDEP, R, etc.).
 *   Experience working with researchers using global geospatial data to 
analyse environmental policy and standard database programming software 
(preferably SQL).
 *   Familiarity with computable general equilibrium (CGE) modelling. Expertise 
in growth theory and links with the environment.
Core Competencies

Communication and OECD official languages

 *   Ability to draft reports for a wide range of readership, including 
government officials and university academics.
 *   Excellent communication skills, including the ability to explain technical 
economic issues and analysis in a manner understandable to experts and lay 
audiences alike.
 *   Good interpersonal skills, including the ability to maintain harmonious 
working relations with staff at all levels in a multicultural environment.
 *   Excellent knowledge of one of the two official languages of the 
Organisation (English and French) and proven ability to draft clearly and 
concisely in that language; good knowledge of the other. Knowledge of other 
languages would be an advantage.
Contract Duration: 2 year fixed term, with the possibility of renewal.

This position is twin graded A2/A3. Appointment will be based on the 
candidate's level of experience and demonstrated ability to perform the 
functions at the expected level.
NB. Short-listed candidates may be asked to take a written test and submit a 
writing sample or a research paper as part of the screening for candidates.

qualifications and professional experience of the selected applicant.
