Your Init1 is ATX0 (that asks wvdial to not wait for the dialtone) and
Init2 has ATQ0 (which asks wvdial to _wait_ for a dialtone).
this is not quite correct. Q0 only turns on response mode so that the
modem returns results when it receives commands. the opposite setting is
Q1 which puts the modem in quiet mode (ie) the modem will not reply to any
commands sent but will quietly execute them (hopefully). X0 is not the
preferred setting for 'do not wait for dial tone'; actually, X0 puts the
modem in basic 300 baud modem response mode (yes, that is 300 baud, which
only oldies like me would have seen/used in real life). X1 or X3 are
usually the preferred settings for blind dialing. your modem documentation
(however limited that may be) may help. most modems will go into blind
dialing mode with X1 or X3.
