After creating the .mo file and putting it in ~locale/ta/LC_MESSAGES,
think you have to use i18n_loc_set_dfault('ta_TA') in your PHP file.

Try with a small text file, where you enter a set of string and check
whether it gets replaced by the corresponding locale string.
remember to use -("string") else it will not know what string to localize.
