Hi Ashok,
what is done under the name of protocol stack development in the industry?
is it limited to the top three layers of the OSI model?
No, the work is not restricted to the application layer. There is a
lot of work being done at layer2/3. Generally companies don't write
the whole stack because it involves a lot of work. Most of the
companies buy the protocol stacks from vendors and port it to their
platform.
As an example, here is a vendor who sells stacks:

So most of the work will involve porting and fixing bugs in the stack
or developing the stack if you work in a product based company.
Similarly there is a lot of stack work happening in the telecom
industry as well.
