another question:  when I totally remove the curl package and reinstall
from scratch it should work right? WHy that is also not working?

Did you have 2 versions of 'curl' before the upgrade process ?

Yes.

1) THe one came with Ubuntu.

2) In a custom directory I had another version compiled from source to
experiment with some advanced features at that time by recompiling the
source.

After upgrade, since the system curl was more up to date with all required
features built in, I uninstalled and removed my custom built version.

Currently I only have the ubuntu default version that came with it

It is clear that the package 'curl' did not get updated properly
during the OS upgrade process.  The existing binary is from 20.04 and
it depends on all the libraries which are required by 20.04.

Did you have 2 versions of 'curl' before the upgrade process ?
