You can extract tarballs, rpms, and debs for trivial packages into a
directory and still use stow.

dont u think there is a requirement for such a program?
No. The administrator usually follows one way of installing 95% of the
packages, and based on the method of installation, there are solutions
available deb, rpm, etc. It is not difficult to handle the special case in
a different manner. A union of the output of all the commands would take
care of this. And the appropriate command to remove the package should be
used.
IMHO, any benefit offered by one program is minimal.
