Hi,
Well 1.14 load is bad but it is not that bad. We need some more output to
get clear picture. Why don't you try to send output of ps with options and
check with
top also. May be log files will tell much. /var/log/messages and
/var/log/httpd/error_log and other files in httpd will tell lot about
problem
of the system. Check any console error message about hard disk.

These are some grain of salt advises. It is very difficult to advise with
out
any of the above to give advise.
