I've hit on the perfect tool for my needs -- Wikidpad.

Wikidpad claims to be "an IDE for your thoughts", and for me
it has lived up to the claim. There are still a few rough
edges (I'm using 1.7RC1), and some missing features (inability
embedd external files/photos, collaboration, etc). But the
flexible tagging system and easy interface makes it an
exceptionally useful tool.
If you suffer from information overload, I urge you to
give it a try.
