The code for Tamil is ta_IN. Firefox doesn't have the ta_IN flag because
it isn't supported upstream.
Additionally there are no tamil fonts in portage AFAIK, but you can just
download them from anywhere and put them where X can find it. ~/.fonts
or wherever.
You might also want to edit your /etc/locale.gen and add ta_IN to the
list; and run locale-gen afterward.
