Give this in your httpd.conf or virtual hosts file
<Directory <directory you want to restrict> >
AuthType Basic
AuthName <some name>
AuthUserFile <location of htaccess file>
Require valid-user
AllowOverride AuthConfig
</Directory>
In the command line,
htpassword -mc /server/path/.passwdfile name <user name>
