I have no idea what you are talking.
How can dynamic IP change affect your downloads?
If the MODEM reboots even in software then your IP will change.
That is impossible to happen without the link going down and then
backup.
In the process TCP may timeout.
So even if you get back the same IP it really does not matter.
So all I am saying is that your question makes no sense to me.
