How do you intend to conduct the competition?
Does each participant play with the computer or do
participants (a pair) play amongst each other through
a network?
If each one is playing with the computer with
different system specs, then you shouldn't give any
time limit. Low system specs will definitely take long
time to make the moves.
Usually, the computer doesn't take a long time to make
a move. You might want to set a timer for the
participant.
