[Ilugc] cannot upload file in php using move_uploaded_file()

[1] /tmp folder working. I have uploaded saving files in /tmp location
[2] But I have changed /tmp to /home/user/uploads folder not uploaded
[3] I am using same permission /tmp and /home/user/uploads
root at server:~# php --version
1. Check group www-data has access to the folder.
2. Please check weather u have given the actual location than relative
location.
